In ‘Bogotá, My City, My Home’ we are committed to economic and industrial growth. The Mayor’s Office of Bogotá has launched "Bogotá Airport City", an urban and economic development strategy aimed at consolidating the Colombian capital as a global connectivity and competitiveness hub in Latin America. With this initiative, the city is embracing the aerotropolis model, integrating airport infrastructure with its surroundings to boost the economy, attract investment, and improve quality of life.

"We will develop an urban plan that strengthens Bogotá’s role as an airport city. Having an airport connected to public transportation and less than 20 minutes from downtown is a major competitive advantage that we must capitalize on. While El Dorado Airport and its concession fall under the jurisdiction of the national government, Bogotá must coordinate efforts and work collaboratively to unlock the airport’s full potential—maximizing its benefits for the city, its surrounding areas, job creation, and investment. To achieve this, it is essential to integrate planning tools and all key aspects of the area’s development, as outlined in the City’s Master Plan," said Bogotá’s Mayor, Carlos Fernando Galán.

To ensure the plan’s success, the Intersectoral Commission for Bogotá Airport City was officially formed on Thursday, February 6. This commission will lead projects and investments in the airport district, facilitate its integration with the city, and introduce incentives to attract investors.

The commission includes the Secretariats for Economic Development, Planning, Mobility, Finance, Habitat, the City Institute of Tourism, and the Urban Renewal and Development Company (RenoBo), all of which have voting rights.

Permanent guest entities (non-voting): The Secretariat for Environment, the Urban Development Institute, the Department of Public Space Protection, Invest in Bogotá, TransMilenio, and the Bogotá Metro Company.

The program prioritizes key infrastructure projects to enhance mobility and accessibility in the airport district, including Expansion of Calle 63, construction of the International Airport Modal Center (CIMA), which will link TransMilenio and the planned western branch of RegioTram with El Dorado Airport.

These projects will improve mobility and accessibility for residents, workers, and businesses in the area, contributing to territorial integration and overall well-being.

"The challenge of establishing an airport city aligns with our strategic initiatives, promoting harmonious territorial integration, balanced development, and efficient connectivity to make Bogotá more competitive," said Úrsula Ablanque, City Planning Secretary.

Ablanque added: "The program will advance through key projects such as the consolidation of Strategic Actions (AEs) in the Engativá and Fontibón Airport Districts, enabling urban planning and management in harmony with airport operations."

Boosting Business and Economic Growth

The goal is to ensure that Bogotá’s business sector capitalizes on these opportunities to expand and enter new markets—either directly or as part of value chains centered around the airport.

The Secretariat for Economic Development, led by María del Pilar López Uribe, is working to align efforts across various entities to promote foreign and domestic investment in strategic sectors linked to the airport.

Additionally, the program seeks to:

  • Strengthen the business ecosystem around the airport.
  • Foster greater corporate engagement with the airport’s operations.
  • Provide technical assistance to 25 companies to enhance value chain integration—helping businesses break down their processes and optimize their contribution to final customer value.
  • Assess the maturity level of businesses involved in the "Bogotá Airport City" Strategic Actions to improve their competitiveness and sustainability.

Investment Incentives & Opportunities

The ‘Bogotá, My City, My Home’ initiative is designed to boost Bogotá’s appeal as a business and logistics hub by offering tax and non-tax incentives to attract investors. These policies will not only drive economic growth but also benefit local communities and businesses that rely on the airport’s economic activity.

"Bogotá Airport City" also includes the development of a brand identity under the concept "Bogotá: A Global Connection Hub". This branding effort will attract foreign investment, promote tourism, and position Bogotá as a leading airport development model in the region.

The official program launch is scheduled for April 2025, featuring an event to present the initiative’s opportunities and benefits. Additionally, the city council will discuss tax incentives, and urban revitalization efforts will begin in the Florida City Functional Unit, a key area near the airport.
