The Mayor of Bogotá, Carlos Fernando Galán, has appointed Sandra Borda as the new High Counselor for International Relations.
Borda is a renowned scholar and expert in the field of international relations. Her appointment aims to promote the internationalization process of Bogotá, fostering the exchange of experiences with other cities and leveraging international cooperation to improve the quality of life for its citizens.

Sandra Borda holds a Ph.D. in Political Science from the University of Minnesota, a Master's degree in Political Science from the University of Wisconsin, a Master's degree in International Relations from the University of Chicago, and a Bachelor's degree in Political Science from the University of Los Andes. Throughout her career, she has held prominent roles as a professor and researcher in the Department of Political Science at the University of Los Andes and as Dean of Social Sciences at the Universidad Jorge Tadeo Lozano. She has also been a visiting researcher at renowned international institutions, such as ITAM in Mexico, the University of Toronto in Canada, the University of Groningen in the Netherlands, and the University of Sao Paulo in Brazil.
She has balanced her academic and research work with contributions to the media, including El Tiempo and Revista Arcadia, among others. Additionally, she has authored books such as "Parar para avanzar: Crónica del movimiento estudiantil que paralizó a Colombia" and "¿Por qué somos tan parroquiales? Breve historia de la política exterior colombiana," published by Planeta in 2020 and 2019, respectively. She also authored "La internacionalización del conflicto armado colombiano durante las administraciones Pastrana y Uribe," published by Ediciones Uniandes in 2012.
She was one of the seven members of the Foreign Policy Mission convened by the national government, which met between 2009 and 2010.
