Bogotá's Care Blocks continue to serve as a global benchmark. This time, the spotlight was on them at Bloomberg CityLab 2023, a summit led by Bloomberg Philanthropies, where Diana Rodríguez Franco, Secretary of Women Affairs, presented the accomplishments of the Bogotá Administration in developing and implementing the Care System.
During her presentation, Secretary Rodríguez Franco highlighted Bogotá's dedication to localizing caregiving and urban planning, emphasizing its focus on the needs of both caregivers and care recipients. She stated, "We designed the Care Blocks based on three key principles: simultaneity, flexibility, and proximity. Our objective is to draw the city nearer and reimagine territorial planning through a lens of care and gender."

For the 2023 edition, the summit convened over 500 leaders, decision-makers, urban planning experts, and policymakers who gained an up-close view of Bogotá's initiatives.
"The first thing we identified was that women needed educational and job training services. With the System, we created a comprehensive offering to educate them. Now they can study to learn to read and write, complete their high school education, take courses in office tools and English with the National Learning Service (SENA). Additionally, they can enhance their resumes, prepare for job interviews, and more. After we train them, we provide access to our employment, entrepreneurship, and formalization pathways," emphasized Rodríguez.
Attendees learned about Bogotá's efforts in implementing solution prototypes aimed at improving the Care System.
During her presentation, the Secretary showcased the launch of the first WhatsApp chatbot for caregiver registration and the creation of an attendance record generated from a system developed on WhatsApp for mass scanning of QR codes from a single photo.
"These types of innovative solutions that leverage data for knowledge and decision-making bring significant benefits to the city, including the improvement of current data-driven services, the design of public policies, alerts for absenteeism, preferred schedules and services, specific service offerings, collaborative governance, and a 360-degree citizen perspective," concluded Diana Rodríguez.
